Lista tags da conta (com filtros opcionais)

Permissão necessária na apikey: MANAGE_ACCOUNT. Retorna todas as tags da conta. Aceita filtro opcional por id (UUID válido) e/ou name. Se id for inválido, é ignorado (não retorna erro).
